Grant Payment Policy

1. Common payment structures:

  • Advance payments: Funds are provided upfront before expenses are incurred. These are limited to the minimum amount needed and must be used promptly (often within a few business days). Recipients must obtain strong financial control and minimize the time between receiving and spending the funds. interests earned on advances may need to be returned in some cases
  • Reimbursement (cost reimbursement): The most common method especiall for federal grants. grantees spend their own funds first on allowable expense, then submit documentation for reimbursement. Payments are typically processed within 30 calendar days of a valid request.
  • Installment or milestone payments: Funds are released in scheduled amounts or upon achieving specific project milestones, progress reports, or performance targets.
  • Working capital: Used when a recipient lacks sufficient funds to cover upfront costs but doesn’t fully qualify for standard advances. Generally prefer advances if the recipient has adequate financial management systems, but reimbursement is common when those standards aren’t met or for specific project types like construction.

  2. Payments method: Grantors typically offer these options (preferences vary):

  • ACH (Automated clearing house) Direct deposit preferred for most domestic payments dues to speed (1-3 business days), low cost, and strong audit trials.
  • Check: Traditional paper check, slower due to mailing and processing.
  • Other: prepaid cards, mobile payments or cash in limited/low value scenarios (e.g., partivipant incentives), with strict documentation.

3. Key policies and conditions

  • Allowable costs: Funds may only be used for expenses outlined in the approved budget and grant agreement (reasonable, allocable, and necessary).
  • Reporting requirements: progress, financial, and final reports are usually required before subsequent payments. Non-compliance can delay or stop payments.
  • Cash management: Recipients must follow rules minimizing idle cash and maintaining proper accounting seperation.
  • Repayment/Return of funds: Unspent or improperly used funds must typically be returned. Grantors can withhold, suspend, or terminate funding for violations.
  • Policies are always detailed in the specific grant agreement, terms & conditions, or furhter guidelines. For federal grants, refer to the uniform administrative requirements. Private funders have more flexibility.

• Clear, measurable goals  Define exactly what you plan to achieve and how you’ll measure success.
• A realistic action plan  Show how you’ll carry out your project or business steps, including timelines and milestones.
• Strong community or business ties  Highlight local partners, customers, or supporters involved in your effort.
• A sustainability plan  Explain how you’ll keep things running after the funding or loan period ends.
• Proven impact or potential – For grants: community benefit, inclusion, or social good. For loans: revenue growth or job creation.
• Financial clarity; Include clear, reasonable budgets (for grants) or repayment strategies (for loans).
